Sustainable Mobility for All (SuM4All), a premier platform for international cooperation on sustainable transport and mobility, is organizing its 10th Consortium Meeting. Tagged, "Bouncing forward to achieve Sustainable Mobility for all," this members-only meeting will bring together a diverse and influential group of transport stakeholders across different sectors to reflect, brainstorm, network, and map out an action plan for the year 2021 while acknowledging the opportunity created by the global drive towards transport decarbonization as one of the solutions to climate change.

BACKGROUND

In the drive for technology advancement and economic progress in recent decades, we had ignored or overlooked one reality: our socio-economic systems, including transport systems, are vulnerable to risks, such as a global pandemic, climate change, and failure of technology systems. As we adapt to this new reality, the policy implications are clear: priority should be given to interventions that strengthen system resilience. But is this enough? Priority is often given to policies that force the system to bounce back and return to its pre-shock equilibrium.  The COVID-19 crisis laid bare the transport system's fragilities. As we work towards economic recovery, do we want the transport system to return to "normal"? Should we instead seek to make it work better, deliver on sustainability, and "bounce forward"?  The SuM4all coalition is committed to making sure that the global transport and mobility system bounces forward.  What does that mean for our engagement at the country level? What does that mean for the cutting-edge topics and knowledge products we have been working on, such as data-sharing, e-mobility, and the transport-energy nexus?  What are the implications of "bouncing forward" for our priorities for 2021? We invite our 56 Member organizations to participate in the first SuM4All Consortium Meeting for 2021 to shape the agenda and work program for 2021.

2020 IN REVIEW

Building on the momentum of the 9th SuM4All Consortium Meeting, "The New Normal in Action," and the need raised to revisit the GRA in terms of transport system’s resilience to risks, such as global pandemic and climate risks, the 10th Consortium Meeting will be an opportunity for members to renew and upgrade their commitment towards advancing global knowledge and advocacy, sharing best practices, and concrete actions for country engagement towards the policy framework for sustainable mobility outlined in the Global Roadmap of Action Toward Sustainable Mobility (GRA 2.0) within the context of pandemic recovery. Our goal is to continue to use the knowledge and the tools we developed over the past three years to mobilize action in countries.

Some of our achievements in 2020 include:

  • The launch of the "GRA in Action”, and the pilot implementation of the Global Roadmap of Action Toward Sustainable Mobility (GRA) as the guiding policy framework for better investment and policy decisions based on data and evidence.
  • We expanded the "Global Tracking Framework for Transport" by adding new transport indicators with global data coverage on our Transport Portal, which can be freely accessed on our website.
  • We developed a Global Sustainable Mobility Index score, which benchmarks each country's performance against the four goals of sustainable mobility: safety, green mobility, efficiency, and universal access. 
  • We launched the "Mobility at a Glance: Country Dashboards" Report, which equips the international transport community with data to assess the transport and mobility system of 180 countries in the world against the four goals.
  • SuM4All launched five workstreams focused on piloting the GRA in South Africa and taking a deep dive into specific policy recommendations of the GRA—gender, data framework, e-mobility, energy, and mobility nexus. The groups shared preliminary findings with SuM4all members in June and are now finalizing their outputs.
  • We led a technical session hosted during the Transforming Transportation conference 2020. In the fully packed session, "The GRA in Action – the Future is Now," participants witnessed a live demonstration of the GRA tool and its application to the South Africa context. This session was ranked among the best sessions of Transforming Transportation.
  • We leveraged the power of our platform to drive action for zero-emission Transport by participating in the Sustainable Innovation Forum and the Concordia Africa Summit Virtual Roundtable on Sustainable Mobility and the SDGs.
  • We co-created the En Route to COP26 event with 12 other organizations, including Transport Decarbonization Alliance (TDA) and the World Resources Institute (WRI).
  • The GRA implementation is expanding to Ethiopia, following the request made by the Ethiopia Ministry of Transport for the partnership to achieve sustainable transport and mobility. 

BOUNCING FORWARD INTO 2021

In 2021, following an earlier announcement of the Zero-Emission campaign from the UK as the host of COP26, we will continue to position the initiative in the run-up towards COP26. Our efforts will be geared towards recovering from the impact of COVID-19, expand our country engagement, continue to address the glaring knowledge gap in the sector, and increase our global advocacy in the run-up towards COP26. SUM4All will contribute to the success of COP26, with the commitment to: 

  • Launch the upgraded Global Roadmap of Action Towards Sustainable Mobility (GRA 2.0), which accounts for transport systems' resilience to climate risks and pandemics, as the global guiding policy framework for action; and use it to assist South Africa and Ethiopia in achieving sustainable mobility.
  • Launch actionable policy guidance on cutting-edge topics related to transport decarbonization, including digitalization and data-sharing between public and private operators, energy and transport nexus, gender inclusivity, and the sustainability of the e-mobility model.  
  • Launch a series of events and advocacy campaigns between now and COP26 to mobilize action necessary to decarbonize the sector while showcasing good practice examples across every transport sub-sector that others can replicate.
  • Partner with other stakeholders to deliver a solid and evidence-based catalog of priority actions to scale-up investments and finance for transport decarbonization. 

CORE OBJECTIVES OF THE 10TH CONSORTIUM MEETING

  1. The high-level conversation between SuM4All, South Africa, and Ethiopia on the GRA and its use for decision-making in countries.
  2. A knowledge-sharing session about cutting-edge topics such as digitalization and data-sharing between public and private operators, energy and transport nexus, the sustainability of the e-mobility model, etc.
  3. Participatory session to review and agree on the next plan of action for the SuM4All program in 2021

Session 2 – A Conversation Between SuM4All, Ethiopia, & South Africa (Moderator)

South Africa is the first country that will benefit from the global knowledge, expertise, and policy tools developed by the SuM4all coalition, including the Global Roadmap of Action toward Sustainable Mobility (GRA). Ethiopia expressed interest to follow South Africa’s example.  This session will start with an update of progress achieved with South Africa’s diagnostic of the transport system, and the upgraded GRA for system resilience.  A moderated conversation will follow between South Africa and Ethiopia on transport issues, the impact of the COVID, the country priorities for the next 6 months, and how SuM4all can support them.
