Sustainable Mobility Requires a New Policy Approach Today 

Our world is changing fast. As countries fundamentally reconfigure to adapt to new realities, making the right policy and infrastructure choices in transport and mobility has become more challenging. 

For decades, the planning and design of countries' transport systems have been shaped by project-by-project considerations. Today, transport systems are expected to serve long-term public policy objectives, including the UN's Sustainable Development Goals (SDGs) and the Paris Climate Agreement. Ensuring that these new long-term objectives are achieved will require radical changes to the shape of transport systems.  

Moreover, new forces are imposing a fundamental rethinking in the way policy and investment decisions are made in transport, such as making better use of data and modern technologies, adopting a more inclusive and participatory governance approach, and responding to growing social concerns about equity and equitable access to transportation services. Together, these factors are forcing a reset in how transport systems are planned and designed and how policy decisions are made. 

As these dynamics are unfolding, many transport practitioners and decision-makers have been looking for structured and coherent guidance about ways to change the trajectory of transport and adapt to this fast-evolving context.  

SuM4All Training 

SuM4All training is geared towards equipping transport decision-makers and stakeholders with a comprehensive approach and a suite of tools approach for improved public decision-making in transport.  

This four-module training exchange geared towards transport decision-makers and stakeholders will cover:  

  • Fundamental dynamics that are shaping the future of mobility and necessitating a new policy approach, including the SDGs, data and technology, open government and citizen engagement, and equity and inclusion;       

  • Measurement and tracking of country progress toward sustainable mobility;   

  • Generation of customized country roadmaps of action toward sustainable mobility; and 

  • The sharing of knowledge and experience with peer countries on the implementation of action plans.   

The training comprises presentations, readings, videos, and quizzes.  

The objectives 

  • Learn about the fundamental dynamics shaping the future of transport and how to stay on the cutting edge of policymaking and design.      

  • Equip yourself with a set of new tools to measure and improve transport system performance to reach the SDGs and the Paris Climate Agreement, including the Global Tracking Framework for Transport, the Policy Catalogue, and the interactive Policy-Decision-making Tool for Sustainable Mobility   

  • Join this cutting-edge movement of innovations in transport policy and help shape your country's efforts on mobility.      

Target audience 

This course is designed for participants who are interested in a new approach to decision-making in transport that is aligned with the SDGs and Paris Climate ambition.  

  • Transport policymakers, regional and country-specific transport specialists, and all stakeholders with a vested interest in a more holistic and collaborative approach to transport policy; 

  • Officials within ministries and banks responsible for transport, gender, governance, finance, and urban and rural development; 

  • Industry stakeholders, including private sector partners and staff from multilateral development banks who wish to gain additional tools and understand opportunities for making policy and investment decisions that will advance collective aims and progress toward SDGs. 

The first edition of the training attracted more than 600 transport policy decision-makers and mobility stakeholders from over 140 countries. A shorter version of this training was piloted and delivered a few months earlier to World Bank staff.
