Prototype Action Plan toward Sustainable Mobility

What is the Prototype Action Plan (PAP)? 

A Prototype Action Plan toward sustainable mobility (PAP) includes the most impactful policy instruments for a given country. It is generated automatically by applying a Selection Algorithm to the Catalogue of Policy Measures. 

The description of policy measures in the PAP is high-level.  A higher level of specificity and granularity is needed to guide implementation and reflect political realities or micro-local contexts. The PAP is thus a starting point for further customization and refinement through engagement with country representatives, local experts, and other relevant stakeholders. This engagement will help the PAP evolve into a Country Action Plan that is more practically aligned with a country’s needs and context.  

Why is it important? 

To achieve sustainable mobility, countries cannot consider using all the available policy instruments in the Catalogue of Policy Measures at the same time—nor would it be adequate, realistic, or even desirable given disparities in mobility performances. Thus, it mandates a structured and objective approach to select policies.  

In the past, the selection of policy measures for a country’s action plans has been guided by inside expert knowledge and experience. The design and use of a Selection Algorithm provide an alternative, more objective and coherent way to select policy priorities. This methodology takes the view that a one-size-fits-all approach for decision making in transport is ineffective; policy and infrastructure investment decisions should be tailored to countries' performances on sustainable mobility and reflect national priorities and realities.   

How does it work? 

A selection algorithm was developed in 2019 and upgraded in 2021 to select the most impactful policy measures for a given country. It is generated by filtering the Catalogue of Policy Measures through the use of two processes.  

  1. Selection Algorithm of Policy Measures runs iteratively until an effective and balanced set of policy measures meets the criteria of balance on country relevance. 

  1. Booster – conditional to address underperformance in any of the five transport segments relative to peer countries—for example, road, maritime, rail, intermodal, and pipeline.  Up to two policy measures of relevance for each segment are added to the PAP through this extension to the selection algorithm.
